原标题:丽江市永胜县重拳整治医疗卫生健康行业乱象初见成效

在扫黑除恶专项斗争工作中,永胜县卫生健康局结合行业实际,制定了《永胜县扫黑除恶专项斗争中开展治乱打非工作方案》,自2019年2月以来在全县范围内开展了行业治乱打非工作,重拳整治医疗卫生健康行业乱象。

县卫生健康局监督所结合今年以来开展的预防接种、疫苗管理专项行动检查、保健市场乱象整治专项行动、医疗卫生机构执业行为乱象整治专项行动、“校园食品安全守护”专项行动等整治工作,克服人少事多等实际困难,自愿放弃节假日休息,每天除办公室1人值守外,其余卫生监督员全部投入监督执法工作中。截止4月16日,共出动执法人员704人次,检查医疗机构、公共场所217户,下达《卫生监督意见书》177份,立案查处13起,结案5起,罚款金额10800元。此外,清除生活美容场所涉医涉诊疗虚假宣传广告24幅,取缔违规售卖消毒剂、抗(抑)菌剂摊位1个;协调公安派出所、市场监督管理局等部门联合执法,查处无证行医(苗医苗药热敷理疗店)1家,查证取缔“地下黑诊所”1家,没收封存牙椅及诊疗设备、药品2批,卫生健康行业治乱打非工作取得了阶段性成果。

在下一步工作中,永胜县卫生健康局将认真履行扫黑除恶专项斗争行业监管责任,继续保持高压态势,对“非法行医”等行业乱象“零容忍”,发现一起,取缔一起、进一步规范医疗服务市场,坚决守住人民群众身体健康和生命安全红线。

Once upon a time there were some unusual Australian sheep, with exceptionally sharp eyesight.

The project is being carried out by a team of researchers from the University of Sydney and the University of New South Wales.

The Phoenix 99 is wirelessly linked to a small camera attached to a pair of glasses, it works by stimulating a user's retina. The retina is the layer of light-sensitive cells at the back of the eye that convert light into electrical messages, sent to the brain via the optic nerve, and processed into what we see.

"There were no unexpected reactions from the tissue around the device, and we expect it could remain in place for many years," says Samuel Eggenberger, a biomedical engineer at the the University of Sydney's School of Biomedical Engineering.

At least 2.2 billion people around the world suffer from some form of impaired vision, ranging from a mild level to total blindness, according to the World Health Organisation. The WHO says the financial impact of this, in terms of loss of productivity, is more than $25bn per year for the global economy.

The use of bionic eye systems to help treat blindness is an industry still very much in its infancy, but with technological developments advancing quickly, one report expects the sector to be worth $426m by 2028.

"Advancements in technology have been redefining ophthalmology," says Dr Diane Hilal-Campo, a New Jersey-based ophthalmologist. "Innovations have not only made diagnosis easier and more precise, but have transformed patient care for the better."

This works in the same way as the Phoenix 99, and the initial version was first fitted to a patient as far back as 2011.

Second Sight is now continuing work on a new product called Orion. This is a brain implant, and the company says that it has the goal that Orion will be able to treat nearly all forms of profound blindness. The project is still in early clinical phases.

Dr Hilal-Campo says that one current problem is the high cost of the technology, which makes them "accessible to very few people". The Argus II, for example, costs about $150,000.

She adds that as the tech is still in its infancy the results are not yet anywhere near perfect. Bhavin Shah, a London-based optometrist, agrees that bionic eyes still have a long way to go. He compares them with digital cameras, which were first invented in 1975, and then took decades before they were widely available.

Technologies that detect and diagnose vision impairments, he explains, are likely to have a much wider impact in the short-term. "There are [now] more advanced, easier to use, more reliable and inter-connected diagnostic tools," Mr Shah says.

Dr Karen Squier, an associate professor and chief of low-vision services at the Southern College of Optometry in Memphis, Tennessee, believes that some of the most important improvements in eyecare technology are often the smallest.

She points to thing like the Apple iPhone's accessibility features. These include a voiceover function whereby the user can get audio descriptions of what is on the screen - from the battery percentage, to who is calling, and what app your finger is on.

Economic Watch: China's green aviation prospect creates global opportunities******

BEIJING, Nov. 17 (Xinhua) -- The green transformation of China's civil aviation industry is generating new business opportunities and vast space for innovation to industry players both at home and globally.。

The civil aviation authorities are committed to pushing forward the green transformation to ensure the industry's sustainable and healthy development, according to the Civil Aviation Administration of China (CAAC).。

In view of the goals of peaking its carbon dioxide emissions before 2030 and achieving carbon neutrality before 2060, China is speeding up the transformation to a clean and low-carbon energy consumption structure.。

The 14th Five-Year Plan period (2021-2025) is key for the civil aviation industry to upgrade from energy conservation and emission reduction to green and low-carbon development, said Zhang Qing, an official of the CAAC, at a recent press conference.。

"Eyeing the carbon-peaking and carbon-neutrality goals, we will safeguard the lifeline of safety and balance the ambition and pragmatic style of work." Zhang said.。

The CAAC will take carbon reduction as the key to promoting the green transformation, which highlights intelligence, greener energy and emissions reduction.。

INNOVATIVE MOVES FORWARD。

The civil aviation authorities and industry players have introduced diverse efforts such as upgrading infrastructure, improving operation management and introducing new technologies.。

On Nov. 12, China's Xiamen Airlines and the Industrial Bank jointly introduced the country's first carbon-neutrality ticket, a move to generate efforts from diverse parties to boost low-carbon flight.。

While a passenger buys such a carbon-neutrality ticket, a share of the fare will be placed into the marine carbon sink fund to offset some of the carbon emissions from the flight. The ticket and the flight will be certified as carbon neutral.。

The first batch of carbon sink funds will be used in the ecological restoration of mangroves forest, which is a highly valued ecosystem boasting rich biodiversity, according to Xiamen Airlines.。

One of the world's largest express transportation companies, FedEx highlighted green, digital and efficiency at the fourth China International Import Expo (CIIE).。

"In China, with key initiatives including vehicle electrification, sustainable facilities and paperless shipping, FedEx is on the way to reducing the carbon footprint of its operations and attaining sustainable development," said Eddy Chan, FedEx senior vice president and president of FedEx China.。

VAST NICHE MARKET。

"China is a vast niche market for global aviation players, with great opportunities in its low-carbon development and the civil aviation industry's green transformation," said Wang Qi, vice president of sales and chief representative of ATR China.。

The country is endeavoring to make basic air travel services reach more people, especially those living in remote regions by coordinating development of both trunk and regional route air service.。

The global high tech-company is exploring more business opportunities in China, by supporting Chinese airlines with more efficient flights, providing more efficient engines, and exploring applications of sustainable aviation fuels and urban air transport powered by clean energy.。

女子被拐33年后寻亲成功 将和亲生父母在陕西渭南相见******

十年前,河南开封女子陆源意外得知自己并非亲生,寻亲的念头在她心中生根发芽,但多年来她却总是不敢付诸行动,“如果我找到了父母,但他们压根没有找过我怎么办。”

十年后,33岁的陆源因为早产在手术台上经历了生死一刻后,她决定勇敢地走出寻亲的第一步,没想到仅仅4天她就找到了自己的亲生父母。对陆源来说更重要的是,33年来,亲生父母也一直在寻找着她。

这一场“双向奔赴”的认亲,让陆源和她的亲生母亲都觉得“仿佛在做梦一样”。梦境即将成为现实,陆源将于2月20日,与亲生父母在她的故乡陕西渭南相见。

意外得知自己非亲生

河南开封女子陆源今年33岁,有一个13岁的女儿,有时看着女儿,她就会想起自己在河南开封杞县的那段童年岁月,那时候身边很多小伙伴都对她提起“她是捡来的”,她从未相信过,只当那是小伙伴的恶作剧,但没想到长大后舅妈随意的一句话,让她意外得知自己的身世。

陆源在开封杞县生活了10年,10岁后她便随着父母前往山西太原生活。2008年,长大成人的陆源在太原与她第一任丈夫相恋结婚,并育有一个女儿,不幸的是,她的丈夫于2010年因为车祸去世。陆源为养育孩子辛苦工作,女儿只能由其外婆照顾。

2012年,陆源一位舅妈深知,平日里一直是陆源的母亲在帮忙照看小孩,一次便对陆源说起,今后要多照顾母亲。陆源本以为只是一次平常的叮嘱,但舅妈却多说了一句“你的妈妈虽然没有生你,但养了你这么多年。”当时,听到这句话时陆源的心里犹如晴天霹雳,彼时她已为人母,自然知道这句话意味着什么。

“那时候我虽然知道了我不是亲生的,但我妈(养母)毕竟把我养育成人,对我也很好。”陆源说,当时她怕影响与父母的感情,并没有向养父母询问关于亲生父母的事情,但寻亲想法的种子已在心里埋下,期望有一天能回到自己出生的地方,看看自己真正的故乡是什么样。

同年,不幸再次降临了这个家庭,她的养母也遭遇车祸离世。此后,她与养父的关系也逐渐疏远,联系甚少。

仅4天便找到了亲生父母

因为工作的关系,陆源于2012年起在开封兰考居住,并于2017年改嫁。2021年12月24日,正值平安夜,已有7个月身孕的陆源突然昏倒,被紧急送往医院,医生诊断为早产,经过手术,胎儿未能保住。

“从手术台上下来那一刻,感觉自己非常痛苦,尤其是自己在死亡的边缘徘徊,感觉没有亲人在身边非常孤单,没有依靠。”陆源说,当时她给养父打了电话,但对方一句话没说就挂断了。

陆源表示,她之前虽然已经得知了自己并非亲生的,但总是犹豫要不要寻亲,“万一我找到了亲生父母,但他们没有找我怎么办。”而经历这次早产后,她坚定了要寻亲的想法,同时,已经寻亲成功的李景伟,寻亲志愿者甘彪等都鼓励她主动寻亲。

在众人的鼓励下,2022年1月1日,陆源拍摄了一段视频,由李景伟帮忙发布在其社交平台上,该视频有70多万的点击。收获的并不全是祝福,“有人认为我是假寻亲,是自导自演。”陆源说,这些没有动摇她的决心。

陆源说,她确认要寻亲之后曾询问过村里的老人,但没人愿意告诉她。好在,她的寻亲视频被她一位表哥看到了,表哥在旁敲侧击下从一位长辈处得知,陆源是从陕西渭南被拐到河南开封的。

有了老家的地址后,陆源又通过养父母家的亲戚多方打听,终于在1月4日,联系上了在北京打工的亲生父母。

“当时我妈得到这个消息后,激动得工作都不干了,赶紧跑到我爸那里去,跟我通了视频电话。”陆源说,当时在电话里双方都哭得一塌糊涂,父母也没想到女儿还能回到身边,因为疫情关系,他们无法立即见面。

2022年1月30日,DNA对比结果也确认了双方的血缘关系。在与亲生父母相认后,陆源才得知自己其实出生于1988年,而非户口簿上登记的1987年。

亲生父母告诉陆源,她还有一位姐姐和一位妹妹,因为陆源出生时属于超生,出生后不久她被暂时寄养在一户人家,等他们想接回女儿时却发现女儿已经不见踪影,多年来,他们一直在寻找陆源,但都一无所获。

相约在老家认亲

“从小我就羡慕别人有姐姐妹妹,现在我也有了,更重要的是,父母也一直在寻找我,他们没有抛弃我。”陆源说,这是她新年最开心的事情,这段时间她每时每刻都在期待能与亲生父母见面,想回去看看自己的老家是什么样的,她已经在脑海中模拟了无数次相见的场景,总是激动地睡不着。

相认后,陆源被父母拉入了家庭微信群,她激动地同父母和妹妹打招呼,尽管一开始显得有些生疏,但随着了解增多,她发现妹妹的性格与自己很相似。

“真的想都不敢想,好像做梦,我想起来就想哭,我女儿受苦了。”陆源的母亲在家庭微信群中这样说道。

陆源的父亲称呼她“源”,似乎在小心翼翼地回避着女儿与自己不同姓的尴尬。

“经过一段时间的相处,跟姐姐妹妹已经比较熟悉了,会一起玩游戏,一起分享美景。”陆源说,找到亲人的过程就像做梦一样,没想到她犹豫了十来年的事情,4天便解决了。

2月10日,被拐30多年的张继刚在山东曹县与亲生父母相见,陆源也特地赶去祝福,她同样希望身边所有的寻亲宝贝都能勇敢站出来,寻找自己的亲生父母。“勇敢迈出那一步,距离幸福更近一步。”她说,这既是为其他丢失的孩子打气,也是感谢大家鼓励她走出了这一步。
